Develop Project Proposal
Sometimes referred to as a business case, is a document to describe:
• What needs to be done.
• Why is the project worth doing.
• Overall strategies that enable the project to be accomplished.

By the end of the Identification phase, the project sponsor evaluate the proposal and decide whether
to approve it or not.
• If approved, the project is said to be identified. The initiation phase will then begin.
• If rejected, the project will be terminated.
